Duck and Cover

Another problem from me (sorry!) again a known issue.

It's the one where booting presents you with a black screen, which upon alt. tabbing reveals an error message "C:\dev\phoenix blahblah cannot display primary or back surfaces" (or words to those effects), and then gives me a runtime error before quitting out.

If anyone knows of a fix, it'd be appreciated.

Tactics worked fine when I played it a couple of years ago......
