Tag Unarmed, Thief and Sneak.
Finesse and Gifted.
SPECIAL = 05 07 07 05 07 08 08

Get to NCR and have the crazy Hubologist give you +2 Luck
lvl3 = awareness (or whatever)
lvl6 = bonus criticals
lvl9 = better criticals

Rest of the game is a joke.
I miss the good ol' USSA.
