Actually, they didn't go toe to toe with 'em... If I remember correctly, the BOS did the exact same thing with the Enclave that they did with the Super Mutant threat: they waited. The BOS bunkers in the FO2 region were merely listening posts, trying to figure out who the Enclave was, etc.

Yeah, Frank owned one of 'em, but that was because the solider in that bunker asked the Chosen One to steal Enclave tech. The other ones simply didn't bother with the Chosen One, nor with the Enclave.

That was the end of Fallout 1, by the end of Fallout 2 the Brotherhood have declined, they have several small outposts in various towns but don't seem to be doing much in the way of teaching or handing out of technology. In fact they are more interested in getting their hands on Enclave technology.

Considering how much tech we saw in Fallout 2 outside of Enclave influenced areas and Vault City then the Brotherhood were extremely slow in introducing technology. About the only other place we see anything high tech is the forcefield gates in the NCR and a few computers here and there. Besides introducing technology and teaching others how to use it might not refer to pre-war high tech equipment at all. It could quite easily refer to simple items like windmills, steam engines, black powder, revolvers and lever action rifles etc. Or techniques that would improve farming, mining, recycling scrap materials and so on.

Fallout 2 was a lie.

I would much rather like the Dark Age ending. The one with Brotherhood becoming the new threat to civilization.

It would be a viable co-plot for f3; they've been waiting for a hell of a time, gathering alot of tech, they're military guys, easy to lead and command.
All it takes is one eccentric, military leader with a plan to re-civilize the wasteland, and you got civil war, conflict, whatever you want it to be.

I wouldn't like it doh, in f1 & f2 the bos felt like a mythical organization, you'd see their huts here and there, guard out front never had much to say, hardly ever got involved in anything, at least nothing anyone knew of.
Alot of pentagon-conspiracy aura around the guys, doesen't matter if they have tech or not, you don't want to fuck around with em', caus no one still breathing ever has - type of thing. If there's trouble they don't strike full scale, they just move camp - covert people. My take anyway.

Actually, the Dark Age ending, although postponed, was used in Van Buren - the BoS fought against the remnants of NCR to get their technology.

maybe their should be a maintanice skill in f3. If yur skill is not high enough you can't maintain more advanced weaponry. And if you try sometimes weapons will malfuntion and backfire. that would be pretty cool id they didn't take it too far such as you have to to a town to repair your weapons after a while
