That's just for the water chip quest. You can complete that in the 150 days, or 250 days if you do the water merchant thing, and then you have a lot of time to do what you want. That Electric Floor Door Maze(tm) area was pretty lame. I think it can be best summed up by the scene in Galaxy Quest where they're talking about the crusher room on the starship.

Oddly enough, the EFDM area is one of the few bad parts of Fallout 2 that didn't make it in to Fallout Tactics.

EMP can wipe out a vacuum tube, but not nearly as easy as it can wipe out a transistor. NORAD isn't a very good example of a nuclear shelter. As pointed out, it's a military installation.
