Yeah, I'm pretty sure this is intentional. There was that map, Defend The Temple, which had that mission with Vault 13 and the water chip/merchants. I think that was an official map, only people made their own custom versions of it. Perhaps I'm wrong about that, but I think this is defintely intenti...
