In true post-apocalyse style, he is utilising the ruins of a past era. Truly the king of fallout is one who wears a hat worthy of junktown. Though in shape it makes him more like an archbiship of fallout..

If however you had made Fallout, people would bow before you and comment on how great your crown looks!

In truth though Tim is blatantly taking a post modernist look at native american indian head dresses of the pre us-european colonisation period. Her really captures the essence of animal saccrifice.

He didn't invent that hat.
Me and a couple of my friends did some years ago, while drunk and/or high. We had ordered food and it came in those brown bags, we each had one and we all used them as hat.
