I don't doubt it a bit. The barrels in the picture are probably not just full of radioactive "goo." They must take the irradiated debris and place it in some sort of chemical to reduce rick, sort of like a glycol quench (I mean christ, they're in a neighborhood!). Those barrels probably just had a couple of items and 50 gallons of some sort of neutralizer in them. If you understand physics and know where to look, it would be easy enough to create radioactivity if one were so inclined.
