It appears to be post-war construction. It looks like pipes are coming out of the Memorial. Very strange

I bet 100 bucks that there will be commies in Fallout 3. 50 bucks on some kind of gay-ass NAZI reference to make germans feel guilty/remind people of the cruelty of man.

The pipes are obviously to funnel the FEV virus to all the residents of Washington, DC, to protect them against enemy virus-bombs.

Or, more likely, the concept artist didn't get the setting at all.
