Finally sorted out my problem, by turns out that I am some kind of super retard as I have another one with Vault City, They won't let me become a citizen, I did the Gecko quest, gave the thingy to a ghoul and the reactor was saved. They just didn't make me a citizen? So I can't get into the Vault computer. I'm tempted to just kill them and break in? Can I steal a citizenship thing.

Also how do I get Karl back to Modoc, he's just passed out on the floor of Mom's Diner??

1) Speak to Procounsol Mc...sth, he'll give you the citizenship.
2) When Karl has passed out, return in a day or so.

edit: are you playing the patched version?

I spoke to the pro-consul mcgregory, he just wants to give me the citizenship test and my character isn't going to pass it.

Are there any other ways to sort out the citizenship?

you need 9PE, 9IN and 9LK to pass the test

better get a day pass from the negro at the entrance and blackmail him. that way you can buy stuff like books in the shops as well which is pretty swell

you can get 2LK from the Hubologist in NCR if you let him do the alignment. Save beforehand, since there is a chance to actually lose LK. next possibility is to get +1LK via perk and to use Gifted trait or change to Gifted trait via mutate perk.

I believe you can buy the fake citizenship papers from Skeev or Skav? Not sure if they will get you into the vault, but will get you into the city.

Just go into Combat Mode next to the Vault Door. Walk right on in.
(Press "A".)

Did you report your progress to the Cop and to Lynette?
Or just McClure?
They can contradict/etc.

enter the city of ncr, and head to the left, then down. you can't miss the exit grid.

EDIT: well you can miss it if you dont have the staff of ra. you have that right?

You cannot get into the vault with fake papers.

not unless u get as close as u can to the vault with out the gaurds stopping u , enter combat mode, then stroll right into the vault...Muhahahahaha
