OK.

i need to know how the HELL i find valut 13. i've gone to NCR and asked around, but nothing comes of it.

to be honest, i'm getting fed up wandering around slaughtering hubologists :\

A computer in Vault 15 knows the location of Vault 13 and the doctor in NCR has a painting which shows where Vault 13 is. Hope this helps.
