Fallout: New Vegas patch soon

In stark contrast to the release of Fallout 3, a patch is <a href="http://kotaku.com/5668552/fallout-new-v ... s">already in the works </a>for Fallout: New Vegas and will be available soon:

Pete Hines and Bethesda are working on it or he's just announcing that Obsidian is working on it?

Why not just play the game themselves first to check for bugs, and then fix them before release?

Obsidian probably did what they could, but it's ultimately up to the publisher - Bethesda - to play test and get bugs worked out.
