If my memory serves me right, it was gambling only, right? And it was hell of a bugged to begin with. Some conflicts with the triggers that occur after killing the gang at the bar.

I wish I could find a way to box in Junktown. The option is either broken or nonexistent as far as I can tell.

Maybe try a character with tagged and/or really high unarmed skill.
There could be a check.
