If you look at this image I think it is fair to note some differences between the armor of the Officer in the foreground and the armor of the rank-and-file troops in the background.
First off the officer has low, slight, narrow and staggered pauldrons which contrast with the elevated, bulky, wide and rounded pauldrons of the troops in the background.
Because the only other example we see of Advanced Power Armor in the game itself (save Frank Horrigan) is on the Navarro talking head, I think it is assumed this is the one and only model of Advanced Power Armor in Fallout 3 and that the in game model is just off. Personally I think the cat from the intro movie is the same cat at Navarro and is wearing specific officer's power armor.
Now here is the in game model next to the blown-up image from the above:

Examining them side by side the following features are indentical:
-Boots
-Gauntlets
-Pauldrons
-Overall proportions
Now look at the original concept art for the Advanced Power Armor:

Note the same exaggerated shoulders as the in-game model as well as the rank-and-file soldiers from the intro.
The only real point of contention here is the head, but if you look at the blow-up of the in-game model you'll notice:
-Similar round, sunken eyes
-Tubes running out of the back of the head
-A protruding nose similar to that in the concept art
The rest is concealed by the top down perspective.
So am I totally insane or does this sound right to anyone else?
