Tools?

What tools do you need to make a mod? And what tools do you need to extract stuff from fallout 1 and 2?

Are you asking about FoT, or the FO RPGs?

For a FoT mod you'll only need the Editors, which are part of the v1.27 patch; and a text-editing program, for instance NotePad.

There are some optional things like Photoshop or a similar image-editing program, but that's only if you want to produce portraits or new sprites. You'll also need Spray v1.1 if you want to produce sprites. BoSEE (a 3rd party entity editing tool) is helpful in some instance, but only if you want to do things like add custom ammo types to the game.

I'm not the "go-to guy" for mod'ing the FO RPGs, so I'll let someone else answer that portion of your post.

If you want to get the graphics from the earlier Fallouts use the FRM Converter which will convert them to gifs or jpegs which you can then make sprites with. NMA should have the program or Freelancer definitely has it.

FoT uses two different types of sound files: WAV and MP3. The music is all MP3 files and the sound effects are WAV files. So whatever software you have that is capable of creating those types of files will do.
