No, only in Quebec and certain parts of other provinces. Both are official languages of the entire country, but Albertans (where Alberta = Texas North) don't bother with French. EDIT: I believe New Brunswick has a lot of Frenchies. One or another of the Maritime provinces does.
Um, a little error there... It wasn't nominated in "Findie" movie awards... Findie is a Finnish independent movie distribution network, but the nomination took place in "hobby moviemaker's championship", youngster series 2005. Apparently. I'm not sure how many movies there were, a few dozen propably?
