i think you should look a little into what dosbox is and what it does. dosbox fallout on your phone is not going to work okay

dosbox emulation requires a lot of processing power, and as fallout is a relatively new game i don't think a mobile phone would be able to handle it, i think even most modern computers wouldn't run it ...

yes you will replace the borders for what you want it to be like.

P.S. I will send you some screenshots pointing to the button to press and where to set them.
