This may sound obvious, but I think the factions from FO1 or FO2, like the NCR or BoS, should only be included in Fallout 3 if the location is appropriate for them to exist. I doubt that the NCR would have influence in, say, Michigan or Florida. On the other hand, I wouldn’t mind se...
