Duck and Cover

I understand this is going to be a top down, role playing game in the style of the big rpg's from the late 80's and 90's.

But regardless of specific camera angles, game mechanics and tactical views with global maps, area maps and such, is the game engine going to be 3d, 2d or a combination of both?
