Likely you won't if the character creation has anything to say about it. Remember - FPS games/engines favor combat, not thought.

I liken VATS to the karma points (?) in Arcanum where you could force a good reaction from time to time, except VATS you can use whenever you want just about, and it's only combat, and you can only use guns....

Now that I think about it it's nothing like the points in Arcanum.
