German GameStar asked Pete Hines several questions at Games Convention in Leipzig. Example:

GameStar: Pete, what's so wrong about turn-based combat?

Pete Hines: Nothing is wrong about turn-based combat. There are still games which use it. But it doesn't fit to the experience of gameplay we intended to share through Fallout 3. We have never felt that turn-based combat could be taken into consideration. We have chosen the first person perspective and it determined the combat system.
