I don't know who Atem is, but he's answered some questions about STALKER. As is traditional, the interview is pretty stupid:

A:
We started STALKER development as ordinary FPS, but during the
development process we've integrated too mach new features (some of
them are unique), so we need more time to make everything work
properly. As for the second question: Debugging, balancing - main
things now.
- Q: So level design is done?
A: Yes.

There is no answer to the final question, presumably because Atem lacked the motivation to continue.
