It looks like Tim Cain was at the recent GDC (Game Developers Conference) to discuss pretty much all aspects of Fallout 1 from the whole development process and everthing you could probably imagine. I actually sat through it and watched the whole thing because it was fun to watch, you're actually watching the real Fallout guy talk about THE real Fallout game in great detail. No need to read stupid written interviews or only side blurps scattered all over the internet, everything you want to know about the making of Fallout 1 is in this video. It starts at the 8:00 minute mark.
